Paris Agreement Actions

Indeed, research shows that the cost of climate activity far outweighs the cost of reducing carbon pollution. A recent study suggests that if the United States does not meet its climate targets in Paris, it could cost the economy up to $6 trillion in the coming decades. A lack of compliance with the NPNs currently foreseen in the agreement could reduce global GDP by more than 25% by the end of the century. Meanwhile, another study estimates that achieving – or even exceeding – the Paris targets by investing in infrastructure in clean energy and energy efficiency could have great benefits globally – about $19 trillion. However, all of these objectives are entirely objective if they are not reflected in ambitious measures that countries are beginning to take, including their COVID-19 stimulus plans and the countries of the national climate plans for 2030, which will be updated this year as part of the Paris Agreement. To date, 15 people have done so and another 130 have pledged to follow suit. It will be essential to ensure that they are implemented by COP26 in order to put climate change on the right track. It will also enable the contracting parties to gradually strengthen their contributions to the fight against climate change in order to achieve the long-term objectives of the agreement. In addition, countries are working to reach „the global peak in greenhouse gas emissions“ as soon as possible. The agreement has been described as an incentive and engine for the sale of fossil fuels. [13] [14] The agreement stipulated that it would only enter into force (and thus become fully effective) if 55 countries that produce at least 55% of global greenhouse gas emissions (according to a list drawn up in 2015) agree, approve or adhere to the agreement.

[66] [67] On April 1, 2016, the United States and China, which together account for nearly 40% of global emissions, issued a joint statement confirming that the two countries would sign the Paris climate agreement. [69] 175 contracting parties (174 states and the European Union) signed the agreement on the first day of its signing. [59] [70] On the same day, more than 20 countries announced plans to join the accession as soon as possible in 2016. The ratification by the European Union has achieved a sufficient number of contracting parties to enter into force on 4 November 2016. Although the United States and Turkey are not parties to the agreement, as they have not indicated their intention to withdraw from the 1992 UNFCCC, they will continue to be required, as an „Annex 1″ country under the UNFCCC, to end national communications and establish an annual inventory of greenhouse gases. [91] On October 5, 2016, when the agreement reached enough signatures to cross the threshold, U.S. President Barack Obama said, „Even if we achieve every goal… we will only get to part of where we need to go. He also said that „this agreement will help delay or avoid some of the worst consequences of climate change.“ It will help other nations reduce their emissions over time and set bolder goals as technology progresses, all under a strong transparency system that will allow each nation to assess the progress of all other nations. [27] [28] The Paris Agreement has a bottom-up structure, unlike most international environmental treaties that are „top down,“ characterized by internationally defined standards and objectives and must be implemented by states. [32] Unlike its predecessor, the Kyoto Protocol, which sets legal commitment targets, the Paris Agreement, which focuses on consensual training, allows for voluntary and national objectives. [33] Specific climate targets are therefore politically promoted and not legally binding.
